Summary of the opinion on the impact study for the Manutea Lodge project in Moorea
An impact study was produced retrospectively, but deemed legally and technically insufficient.
The permit concerns a steeply sloping plot of land located in a high-risk zone, without any geotechnical diagnosis having been carried out. Unauthorized work was carried out, including earthworks on several lots. The impact study does not clearly distinguish between work already carried out and that to come, nor does it take into account the consequences of the infringements committed.
Serious shortcomings are noted in the dossier:
- no serious environmental analysis,
- no treatment of nuisances,
- no study of spoil dumps (some of which were carried out illegally, including in the lagoon),
- and no assessment of the risks for local residents. In April 2025, a landslide occurred, illustrating the real dangers of the site.
In addition, the population has lost confidence in the institutions, faced with the inaction of the authorities despite numerous infractions. The project was carried out without transparency or respect for procedures.
In conclusion, despite its location in a constructible zone, FTAIM considers that the serious and repeated breaches justify an unfavorable opinion of the project and the restoration of the site, at the expense of the project developer.
FTAIM issues an unfavorable opinion on the project and requests that the site be restored at the expense of SARL Manutea Lodge.
